District 4's occupation is fishing, they are really good swimmers and are generally good in water so this look is based on blues and watery colours to represent that. As I said, this look is based on blues, the three main colours on the lid are shaped in waves and fade from light to dark. They could also be seen as Poseidon's crown maybe? The trident inspired flick is to represent Finnick Odair, a rebel from District 4 who becomes friends with Katniss in the Quarter Quell. Enjoy!

| OCC loose pigment in Nori ...apply more water to the lid of this pigment then draw out and fill in the last wave that sort of doubles up as a small flick outlining the side of the eye... |
