This is the next District nail look, District 3's occupation is technology so they are whizzes with wires and stuff. Beetee who comes from that district hacks into the TV systems across the country in the third book so they know their stuff.
For some reason I saw that the contrasting red and blue colours relate to technology and the fact that they were different textures (the red is packed with glitter) makes them contrast more. I think the light blue crackle on top of the darker red colour look amazing!
